Joel L. Montgomery was re-elected in 2005 by District 1 constituents to a second term on the Birmingham City Council.

During his first term, he authored or enabled several ordinances including city laws concerning noise, booting and the Correction Fund.

Councilor Montgomery chairs both the Public Safety and Utilities Committees and serves on the Public Improvement Committee.

After receiving a degree in Business Administration, Montgomery put into practice what he learned to open a successful electronics store in East Birmingham. Montgomery later became a neighborhood advocate when he spearheaded, among other things, a campaign to secure capital improvement funds for flood relief in the Bridlewood community. A trustee and active member of St. John’s Methodist Church, Montgomery organized two neighborhood watch groups aimed at reducing crime.
