Joel L. Montgomery was re-elected in 2005 allowing him to return to the Birmingham City Council to continue representing District 1.
During his first term, he authored or enabled several ordinances including city laws concerning noise, booting and the Correction Fund. During his second term, Councilor Montgomery wrote legislation to reclassify police and firefighters thereby triggering pay raises for these public safety employees.
Councilor Montgomery chairs both the Public Safety and Utilities Committees and serves on the Public Improvement Committee.
After receiving a degree in Business Administration, Councilor Montgomery put his education into practice when he opened a successful electronics store in East Birmingham. He later became a neighborhood advocate spearheading, among other initiatives, a campaign to secure capital improvement funds for flood relief in the Bridlewood community. Councilor Montgomery also organized two neighborhood watch groups aimed at reducing crime.
Councilor Montgomery has lived in the district he serves for more than 20 years. In 2008, his stake in the community took on a personal nature when he married the former Cindy Dollar, a lifelong District 1 resident. Councilor Montgomery and his wife are contributing to the economic vitality of the district through ownership of a specialty retail store that offers shoppers a wide variety of merchandise.
