Prior to her employment with the City, Julie Elmer was an equity partner at Bradley Arant Rose & White, LLP, one of the oldest and largest general service firms in Birmingham.  During her 12-year tenure there, she handled lawsuits involving contract disputes, product liability, construction projects, toxic torts, insurance coverage, professional negligence, real estate and consumer finance.

As a part of the Mayor’s Executive Staff, Julie negotiates and prepares legal documents for many of the City’s economic development projects, supervises outside counsel, negotiates and drafts City contracts, serves as Contract Compliance Officer for the City, supervises Internal Audit Division of the Mayor’s Office, develops and presents Mayor’s initiatives to the City Council and its Committees, responds to media requests regarding the Mayor’s initiatives, and provides general legal advice to the Mayor and City departments

Julie grew up in the south Alabama town of Troy, but has been a resident of the City of Birmingham for 13 years. She has an economics degree from the University of Notre Dame and a law degree from the University of Virginia.
